Zoning Board · Meeting of April 1, 2026

Hamilton's Zoning Board of Appeals voted to continue a contested Bay Road redevelopment hearing and raised its application fee to $200. Board members Bruce Gingrich, Andrea Philip and Stephen DeRocher voted 3-0 to continue the third hearing on applicant Kevin Puopolo's proposal to convert a former auto repair garage at 957 Bay Road into offices, storage and three rental apartments, pending more information from Building Commissioner Richard Maloney. Attorney Jill Mann argued the existing baseline use generates 126 to 168 vehicle trips daily versus 82 for the proposed use; abutters' attorney Rich Kalman countered the business "has not been used for a period of two years" and may have lost its protected status under town bylaw Section 5.4.

Former Planning Board member Rick Mitchell said the project represents a $5 million investment generating over $100,000 in new tax revenue. The board also voted 3-0 to raise its application fee from $75 to a flat $200.
