HAMILTON -- December 21, 2021, Hamilton Planning Board unanimously continues 133 Essex senior housing hearing to January 4 and hears fiscal forecasting preview. Applicants Larry Smith and Jill Mann requested the continuance at the December 21 meeting; Chair Rick Mitchell accepted without objection. Finance Committee member John Prulich then walked the board through a beta-version five-year forecasting model designed to project tax rates and potential Proposition 2 1/2 override votes under multiple spending and growth scenarios, noting that Hamilton's new-growth tax base has averaged roughly $250,000 annually and that several major projects, including potential school renovations and turf fields, are not yet included in the model. Board member Bill Wheaton separately presented a case study of a proposed life-sciences conversion of a historic Ipswich estate, noting that New England BioLabs is adding roughly $50 million in taxable property to that town, and asked whether Hamilton could pursue similar conversions under its Great Estates bylaw. The board approved minutes from November 9 and December 7 with one amendment, changing checklist language to read "agree on which ones are generally satisfied" rather than "ensure they are satisfied."
